This issue occurs when multi-factor authentication (MFA) is Enforced. It prevents the Configuration Manager client agent from enrolling the device by using the logged-in user credentials.

To fix the issue, use one of the following methods:

Set MFA to Enabled but not Enforced. For more information, see Set up multi-factor authentication.
Temporarily disable MFA during enrollment in Trusted IPs.

When multi-factor authentication (MFA) is enforced, this problem develops. It prohibits the Configuration Manager client agent from registering the device using the credentials of the logged-in user.

It should be the MFA causing the problem. Please disable temporarily the MFA then check if the problem still there.
