If we allow IPS signature n policy and it is denied in database. will it allow the packet?

Many IPS rules cannot be change, meaning you cannot change from deny to allow, example of that are the known IPS Vulnerabilities.

IPS is always blocked. If it is IDS, it can be allowed.
