Since you already configure an blocking policy for specific users. So now you just need to configure an allow policy on top and select Office365 application. After that on the object you can select all users or just some specific user, it depends on your requirement. The result should able to let users access to office 365.

- SSL Data/ Microsoft Data

If you are using NGAF and created a BLOCK ALL policy, you need to allow HTTP and HTTPS. also whitelist the IP or Domain of Office365. Please refer to this link: https://docs.microsoft.com/en-us ... d-ip-address-ranges
