Resources of the firewall is used up to cater of all the security ,logging , features of firewall. The attack targetted to firewall will also make the firewall to use up it resources to do it security. But this is unlikely if you use model spec that can coupe with number of user according to datasheet.

If you have some layer-three switch, you could use it for routing traffic among some internal vlans in order to avoid some traffic pass throungh ngaf firewall.
