Agent can't scan and failed to execute any command

Hi,
After enable p2p in endpoint manager the all agent having message : The Agent is Upgrading,please try again later,  what is that mean? and all agent can't execute any command.
in manager :

Hi,

This issue occurs when multi-factor authentication (MFA) is Enforced. It prevents the Configuration Manager client agent from enrolling the device by using the logged-in user credentials.

To fix the issue, use one of the following methods:

Set MFA to Enabled but not Enforced. For more information, see Set up multi-factor authentication.
Temporarily disable MFA during enrollment in Trusted IPs.

Maybe the issue is in the multi-factor authentication.

It should be the MFA causing the problem. Please disable temporarily the MFA then check if the problem still there.
