I am not sure if i understand your question correctly but usually it is best practice to conduct migration when you do the following:

1. Hardware maintenance - you need to migrate all the running VMs first to other working hardware before hardware maintenance to avoid longer downtime and data loss
2. For backup and replication purposes
3. Transferring the VMs to new hardware prior decommissioning
