I have IPsec VPN from site A to Site B, the application at site B can be accessed locally at site A, can I access the Site B application from SSLvpn connected to site A?
If so, where should I configure it?

Sure you can
1. Add resources in the Network > SSLVPN > Resources > Add Name, Type and Address
2. Create a role in Network > SSLVPN > Roles and select Resources that you create in point 1.
3. Assign the role to the specified user or create a new user and assigned the role.

Test it.

Use can set SSL VPN to the main site then you can connect to it by IPSEC VPN on the other site
