What I usually do to identify whether client is more to IAM or NGAF:

NGAF if:
-Client prioritizes on security (prevent hacking, and other security cyber attacks) which means this NGAF will act as a barrier between Servers and Internet.
-Client needs WAF (Web application Firewall) which for competitors might need to purchase different hardware including, software, and surely seperated services.

IAM if:
-Client needs to control bandwith in details, either per vlan, group, user, application, website etc.
-Client company owner wants to know what go through it's network(what internet users use their connection for
eg: Browsing news, work related websites, email.. or: games, porn, job searching website, youtube, video download and other non work related websites or applications.

From my personal experience (self thought analogy), simple explanation in analogy of:

A police officer:
NGAF-> Special Force Police officer: Prevents thief, terrorist, riots, ilegal graffiti (this refers to webpage defacement)
IAM-> Traffic Police Officer: Control traffic, make sure vehicles go according to their way (eg: bus lane only for bus) and in emergency situation lets say an ambulance is able to have special lane (special bandwith allocated to certain users/ group) to go in special time (eg. lunchbreak youtube, games are allowed)

Surely simple explanation will NOT be effective to be delivered for technical people, but works well for decision makers.
