The best way to clear cache of it is by going to System > Maintenance > Restart > Then choose Restart Services.
It will restart and clear the terminate current system services, release system resources and restart system services. But it will takes 5 minutes to restart the whole system

Try to shut it down for a couple of minutes then turn it on again.

Cache is temporary memory so whenever you will restart device, it will remove cache.
