1. HCI is the "hypervisor", SCP is the orchestrator (if you want to give a certain amount of resources to your customer and let him mange it's vmachines bi his own)
2. it runs on linux but you don't know if it's a custom kvm or something else.

4. yes, one of the 4 nodes will be the "cluster controller" and controls the other 3 nodes trough it's web interface.
