It is a Outbound Attack

It will stop you as well as disconnect you from internet.

That is an example of a Outbound DDOS Policy. The source is the LAN - meaning from inside to outside. The action "Stop" is to stop the connection when the policy is hit. Best practice is to check the Log Events for logging and Stop for preventing the attack.

If NGAFdetects attack from outside ten is will stop and disconnect the user from internet.

Meaning like if NGAF detect an outbound ddos attack, it will stop/disconnect user internet connection.

You are configuring the "Outbound Attack" which means it prevents internal users attack outside network. The "stop" means you want to stop the attack. Usually the best practice is to check the "Log events" and "Stop" box so that it will log if there were attacks happening and at the same time it will stop it also.
