You can test it by disconnecting the connection of the IIS server then connect it directly to the router then try to browse it outside the network if problem persist.

you can try to troubleshoot and enable passthrough. see if anything got blocked by NGAF

Go to System > Troubleshooting > enable passthrough.  > turn on.

No I don't think so. You can only block IIS server via NGAF & IAM or else open a support case for that so Sangfor Tech team will let you know better.

are you using ngaf? is there any blocking rules from the outside to inside traffic?
