I think you need to allow the port first in your VPN policy in order for you to access proxmox from the browser using your local IP once connected in the VPN.
Is this answer helpful?

Hello! Are you there??
If you can't access Proxmox through the browser via VPN, ensure your VPN allows local IP access. Use your Proxmox server's local IP and the correct port in the browser. Verify server firewall settings for proper port access.

I think this will solve your issue.
Thanks! :p

1. Check your settings in Proxmox if port 80/443 is enabled.
2. Check your NGAF policy if port 80/443 is allowed.
