It depends the capacity of an NGAF. The bigger the hardware the more SSL VPN.

There is a limit on the NGAF side. You should know the number of clients to determine the correct NGAF Hardware

I mean only ssl vpn not IPsec VPN.
The throughput of my NGAF M4500-F-I wan is 500 Mbps symmetrical.
By transferring a 1GB ISO file via smb, I did not exceed the 3Mb transfer. I don't have any bandwidth control policies.
and what about the network card on windows 10 mbps?

there is no limit on ssl vpn throughput but IPsec has a throughput limit
