Majority of the virtualization platforms, if you want to make some changes with CPU and RAM, you have to shutdown the VM first.

No it can be, CPU and Memory is not a hot pluggable hardware. You need to shut down first then upgrade

You cannot upgrade the CPU and RAM. You need to shutdown the VM in order to make some changes in it.

If you already established a HCI, you may want to transfer all the VM to other machine then go for maintenance mode. After that, you may safely shutdown the machine. Please also do in mind to read first the instruction on the dimm slot of ram that there is specific slot that will require or combination when adding a RAM. Also in processor, please double check if the motherboard is supported of dual processor. Goodluck
