we are encountering packet loss in or firewall most of the website we access is the same have loss,
is this normal or can please help how to solve this if this a issue,

1) Check ICMP reply via the firewall (do you see the same loss?)
2) Check DNS reply from firewall (do you see the same loss?)

No we don't use the ssl inspection

I think its the ISP  that causes the loss.

Look like slow down network speed, bottlenecks, throw off your network throughput and bandwidth.

my suggestion for you is do the traceroute or using mtr, using this tools will help you to pinpoint where the packets are being dropped and which devices cause of the packet lost then you can blame who cause of the packet lost.

command sample: mtr -c 200 facebook.com --report >> mtrreport.txt

Traceroute is the best troubleshooting you should do on this matter.
