In Active-Standby Mode High-Priority Device Is Not Preempted As Active Unit.

Issue Description

After the active unit A’s network port is down, active unit A switches to become the standby unit B. However, when the standby unit A is connected to the network again, it is not preempted as the active unit.

Handling Process

1. There are two devices which are active unit A and standby unit B. After the active unit A network port is down, standby unit B becomes the active unit. However, when A is connected to the network again, it is not preempted as the active unit.
2. The reason is that after 12.0.7 version the preemption function is no longer exist in the devices. As long as one device can run normally, the device will not switch.

Solution

After the 12.0.7 version, the preemption function is no longer implemented in the IAM. As long as the device can run normally it will not be switched.
