from Bandwidth Management Configuration Guide:

1. Ensure that NGAF has Internet access and the application control should be allowed.
2. LAN PC must be able to access the firewall and the LAN interface.
3. When testing for bandwidth management, do not use the sangfor.com.cn download package because it has been listed in the global whitelist.
4. To test for bandwidth management. Directly download a file to test the speed and do not use 360-speed tests because it will optimize the speed.
5. VPN does not support bandwidth management.
6. The external interface is set to the WAN attribute for bandwidth management to take effect.

You can't see inbound/outbound traffic in Sangfor reports because of these likely reasons:

Report Settings: The reports aren't set to show this kind of traffic. Check the report filters and templates.
Traffic Filtering: Filters are hiding inbound or outbound traffic.
Internal Traffic: Sangfor might be set to ignore traffic inside your own network.
Application Recognition: Sangfor isn't correctly identifying the traffic type.
Network Setup: How Sangfor is installed in your network affects what it sees.
Log Storage: Logs might be full or not kept long enough.
