There may be cases where you may exceed the user limit within myopia, so I try to disperse the IP.
1. Is there a way or function to grant fixed IP to a specific Mac address?
2. The 10.10.10.1/24 band was assigned to DHCP POOL, but I would like to create an additional 10.10.11.1/24 band to DHCP POOL. Is it possible? Wouldn't it be a problem?

1.  Yes , you can fix the IP with specific mac (got to Network-> DHCP Option-> Select the pool -> Reserve IP Address

2. If 10.10.10.1/24 band was assigned to DHCP POOL, You can create the additional pool on different VLAN.
If you try to assign it on same VLAN then it will give error

or  if you want to extend the pool , so you can make changes in 10.10.10.1/23
