Why does SSL VPN force to send 127.0.0.1 DNS  nameserver?

Because 127.0.0.1 - 127.255.255.255 are reserved address for loopback purpose this mean any packet sent to any of those address is loopback. This is standard address IPv4 for loopback traffic.

A loopback address is a unique reserved IP address range that begins at 127.0.0.0 and ends at 127.255.255.255, albeit 127.255.255.255 is the broadcast address for 127.0.0.0/8.
The loopback addresses are embedded into the IP domain system, allowing devices to send and receive data packets.
