Is it possible to have an HA setup using a virtual instance of NGAF, running on HCI, as active device and an hardware NGAF as standby device?

I think the best practice when doing an HA is having the same identity as long as possible to avoid some issues happening. If you are using a virtual instance might as well the HA device is virtual instance also the same if you are having a hardware.
Is this answer helpful?

Upon startup of server and hypervisor, every virtual machine will be provisioned with appropriate resources, such as memory, CPU, networking capability

HA is possible. Just give a virtual IP to the solution so in case of switch over, the end user doesn't experience any delay in the processing of data.

For HA to work, the device model, firmware version must be the same

If you are using a virtual instance, the HA device may also be a virtual instance, and vice versa if you are using hardware.
