Hi,

For SangFor Model No NGAF M5200-F-I

How do i make a rule that 'Allows ALL  IN'  for a
particular test server and  'Allow ALL OUT'

You can set all source and destination to "any" to allow all .

Head to Access Control and create your allow all rules, input your source interface pointing to its destination which your test server IP add
