Try installing VMtools from HCI if you are unable to do so using SCP.

Find the virtual machine (VM) on Sangfor HCI/aSV and:

Select Compute → Virtual Machines.
Choose the virtual machine.
Depending on your HCI version, select Settings or More.
Go to Alarm Policy or Alarm/Monitoring.
Turn off or disregard the VMTools alarm that isn't active for that virtual machine.

Hi,
- Disable or Adjust VM Warnings. System → Warnings → Warning Options → Virtual Machines
- Exclude Specific VMs. This prevents legitimate vmTools issues from being hidden on production VMs.
- Acknowledge the warning. If the guest operating system is not supported, the warning may remain in effect unless your HCI version provides a way to suppress the warning.

On Sangfor HCI/aSV, locate the VM and:

Go to Compute → Virtual Machines.
Select the VM.
Open More or Settings (depending on your HCI version).
Navigate to Alarm/Monitoring or Alarm Policy.
Disable or ignore the vmTools is not running alarm for that VM.
