The firewall is usually the first component to be blamed. However, in many cases, the firewall is not the actual root cause.

4. Validate Existing Security Policies

5. Test the Server or Application
Sometimes the application itself is unavailable due to server maintenance, service failures, or resource exhaustion. Confirm that the destination service is actually running before investigating the firewall.
