Application control by filtering the apps based and protocols while the URL filtering is to filter when u access a website by typing the URL. For example, if u have a based app on a phone such as youtube, facebook, instagram and etc. By enabling the application control, these apps can't be access. However if by typing the UR; itself in the browser, it has the possibility to bypass the control thus can access these services.

In other case if u only do the URL filtering, the apps based can bypass since they're accessing using based app protocol, not URL. When ur typing the URL, does it will be filtered by the URL filtering

It's a common practice to filter on application control and URL filtering for better restriction access.
