You must first create Virtual Storage before you can create a Virtual Machine.

I don't understand why you have issue in creating VM. What is the versions of  yours?

Please define your virtual storage first. Also, if possible share the storage error you encountered.

This is how i configured an HCI:
1. Configured the Network Settings
2. Activate/import the license keys (you can't add a node without the license)
3. Add a node (you will also configuring the cluster)
4. Check physical interfaces
    - VxLAN - you can use the default address
    - Storage - you can use the default address
5. Create Virtual Datastore (select which setup you will configure. Either link aggregation, no link aggregation)
6. After the above steps, you can now create a VM.
