The Sangfor IAG library suggests that instead of blocking P2P or video, we should use Smart BM. This system uses queuing and buffering to create a 'dynamic' ceiling. You can limit staff to 20% for P2P but allow that limit to be exceeded if the network is empty.

Yes, My Philosophy: Shape First, Block Only When Necessary.

Manager = Higher Priority
Everyone Else = Standard Priority

My Golden Rule for Max Bandwidth Per User. I try to prevent any single user from consuming enough bandwidth to noticeably affect others.
