create a policy for deny

i did create a policy to specify deny a pc to access http (external). but the policy doesn't work for me. this is simple setup to me, tested many time, it is no luck to me. please assist, thank you

As you are only blocking HTTP service which is port 80, you will be able to access HTTPS website such as google.com.
HTTP website such as bbc.com will be inaccessible after you blocked the HTTP service.
